COMMERCIAL ITEM DESCRIPTION
STRAP, SAFETY, INDUSTRIAL (POLE)
The General Services Administration has authorized the use of this Commercial Item Description in preference to Federal Specification KK-B-151, type II.
This description covers the requirements of a nylon pole strap intended for use by linemen or electricians.
Salient characteristics:
The linemen’s pole strap shall consist of a strap, two safety snaps, and a buckle. The nominal length between the snap stirrups shall be 84-inches when adjusted to its longest length.
Strap. The strap shall be made from nylon fabric of not less than 6-ply construction, impregnated with neoprene with contrasting color inner plies. The plies shall be folded so that no cut edges are exposed and shall be impregnated with and vulcanized so that the plies are not readily separable except by chemical means. The straps shall contain not less than eleven adjustment holes on more than 6-inch centers when tongue buckle is used. A nonslip friction buckle may be used in lieu of tongue buckles for strap length adjustment. The minimum cross-sectional dimensions shall be 5/32-inch by 1-3/4 inch.
Strap buckle and snaps. Pole strap buckle frames shall be fabricated of a forging quality of steel by the forge process. The buckles shall be either cadmium or zinc coated.
Snap. The body of the snap shall be forged of a forging quality steel. The snap assembly will consist of body, keeper, spring roller, and shall be adjusted to work smoothly. It shall snap over the curve portion of the “D” ring from any angle without interference or tendency to bind at any point. The nose of the snap shall be round and overlap the keeper latch by 3/16-inch minimum in such a manner as to prevent the latch from engaging with the “D” ring and accidentally releasing same. The snaps shall be either cadmium or zinc coated.
Miscellaneous components. Miscellaneous components shall consist of two metal clips used to envelop and secure the strap ends around the snap roller and buckle frame and keeper to retain the strap together on the looped end. The metal clips shall be assembled over the fabric with rivets.
Maintenance Instructions. The manufacturer shall provide instructions for the care of the strap.
Marking. Each strap shall have a metal market attached on which the manufacturer’s name, the month and year of manufacture, and the manufacturer’s model number shall be permanently stamped.
Conformance. Pole straps shall be approved by a nationally recognized testing laboratory or a qualified professional engineer as having tested in accordance with and meeting the requirements of title 29, Code of Federal Regulations (CFR), Part 1910.268 (g)(2)(i) and (ii), or the latest revision on the date of the solicitation. This approval will remain in effect as long as no material substitutions or changes have been made.
Packaging, packing, and marking. The packaging, packing, and marking shall be as specified in the contract or order.
