4. QUALITY ASSURANCE PROVISIONS
4.1 Responsibility for inspection. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance if all inspection requirements as specified herein. Except as otherwise specified in the contract or order, the contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in this Commercial Item Description where such inspections are deemed necessary to assure that supplies and services conform to prescribed requirements.
4.2 Visual and dimensional examination. Sampling shall be in accordance with MIL-STD-105. The lot shall be all faceshields offered for inspection at one time. The sample unit shall be one complete, fully assembled faceshield as defined by paragraph 3.1. Sampling for visual and dimensional inspection shall be inspection level I, with an Acceptable Quality Level (AQL) of 2.5 percent defective. Each of the sample units shall be visually and dimensionally examined for conformance to the requirements of this Commercial Item Description. Tolerance limits specified are absolute limits as defined in ASTM E 29.
4.3 Tests. Sampling for testing shall be 4 complete faceshields from each lot. Failure of any sample shall reject the lot.
4.3.1 Industrial standards conformance. Unless otherwise specified, certificates of conformance stating that the offered items meet the requirements of ANSI Z87.1 are acceptable. Certification by the Safety Equipment Institute (SEI) as meeting the requirement of ANSI Z87.1 is acceptable as proof of conformance to the ANSI Z87.1 requirements.
4.3.2 Flex test. Two samples from each lot shall be used for this test. The sample headgear shall be twisted so the portion of the headband at the pivot points are 90 degrees to each other, at a room temperature of between 65 degrees Fahrenheit and 75 degrees Fahrenheit, with no breaks or fractures occurring. To perform the test, remove the window/crown protector portion. Each hand shall grasp the headgear at a pivot point are at 90 degrees from each other, held for directions so that the headbands at each pivot point are at 90 degrees from each other, held for 10 seconds and released. The samples shall be inspected and failed if any cracks, tears, or evidence of permanent damage, deformation, fracture, or weakness is visible. Repairable separation of the headgear components is acceptable. If the window/crown protector is not removable, the test shall be performed with it in place and any damage to it shall be ignored.
4.3.3 Pivot hold and wear test. If the samples tested in 4.3.2 are undamaged, they may be used for the following tests, otherwise, the remaining two selected samples shall be tested. The following is a two-part test performed on the same samples. Failure of the hold test at any time before, during, of after the wear test fails the sample. If the pivots have a tensioning device that can be adjusted without the use of tools, the tension can be tightened at any time as necessary pass the tests, however, at no time shall the tension be loosened.
