Accessories: The rescue tool shall be equipped with the following accessories:
2 chains - 6 ft. minimum length with hooks.
2 chain adaptors.
1 set of replacement tips.
1 hydraulic operated metal cutting shears.
Certification of commercial item. The contractor shall certify that the product offered to the Government meets the salient characteristics of this description and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices and is the same product as the manufacturer’s current product offered by the contractor in the commercial market place for at least one year preceding the solicitation. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Small business. A small business that cannot meet the certification of-commercial-item requirement of this document may make an offer under this solicitation, and, if such small business is the apparent successful offeror, the Government may require the small business to submit a sample forced entry and rescue tool. Any such tool may be evaluated for this solicitation if time to contract award permits. Such evaluation would be to determine conformance to all requirements of this commercial item description and to determine equivalency to forced entry and rescue tools available in the commercial marketplace in the areas of durability, human factors engineering and safety. It should be noted that bid samples are not required unless specifically requested by the contracting officer. Note. The Government may elect not to evaluate a bid sample from an apparent low bidder for award for this solicitation if a determination of urgency is made by the contracting officer. The bid sample would then be evaluated prior to future solicitation for comparable items.
Noise level requirement. The noise produced by the complete system shall not exceed 85dB(A) when operated under full load conditions. Permission to exceed the 85dB(A) requirement shall be requested of the procuring activity if it can be documented co the satisfaction of the procuring activity that noise reduction to 85dB(A)or below is clearly beyond the state-of-the-art or adversely impacts cost/system effectiveness, or both. Upon procuring activity approval of the analysis, hearing protection warning signs will be required to be affixed permanently to the equipment and shall state “CAUTION, HEARING PROTECTION REQUIRED WITHIN _____ FEET”, giving the safe distance away from the equipment that 85dB(A) will always be met. Hearing protectors shall not be supplied with the equipment.
Noise test. Noise level measurements shall be recorded in dB(A) and in octave band widths of 63, 125, 250, 500, 1,000, 2,000, 4,000, and 8,000 Hz at each operator or crew position(s). In addition, distances shall be recorded at no
